A charter is an essential document for defining the scope and purpose of a Quality Management Program or Center of Excellence (CoE). The Quality Management Program Charter will document project stakeholders and establish a clear path towards a successful program implementation. Once the program sponsor (generally the CIO) has signed off on the charter you may begin to build the program.
